1. Standard IT Resources Allocation and Distribution

1.1. Each administrative or teaching staff will be distributed with an office computer, a telephone, and a user  account for accessing campus online application system; the distributed resources are solely for legitimate academic and administrative requirements.

1.2. A standardized configuration computer system and access right will be allocated to each eligible staff by default. In case of job requirement, user can request for higher configuration system or access right, the application is subject to both individual unit head and ITSC approval. Please refer to the list of campus computer category and user access level table for more details.

1.3. Allocating telephone services are only available for local and domestic calls by default. Applicationprocedure is required for activation of the International call access including Hong Kong and Macau. It is subject to individual unit head and Finance Office approval. Please refer to the rules and regulations for using office telephone.

1.4. The allocated user account can be used to access an email account, a contact list and the MIS system by default. Accessing of other online application system such as student grading, parent information etc, require an application and will subject to AR and ITSC approval.

1.5. Initial requests of IT resources for new staff will be transacted by the Human Resources Unit. Please refer to the procedures for allocation of office computer for new staff and the procedures for applying office telephone.

1.6. The IT resources distribution status and information such as the location of the equipment, user name and etc need to be recorded in the Asset Management system that managed by the Integrated Services Office.

 

2. Special IT Equipment Request

2.1. Users who required any special IT equipment to be used for academic or related campus activities need to submit a requisition form to ITSC for evaluation.

2.2. For requested equipment cost more than 100,000 RMB needs to be examined and approved by the tendering broad committee.

2.3. For equipment cost less than 100,000 RMB ITSC will give advices and comments only, the requisition will subject to individual budget and finance office approval.

2.4. Users need to specify clearly the essential requirement of the IT equipment in the requisition form.

2.5. If the requested items are available in ITSC, user can loan it from ITSC, the loan period subject to the demand of the items.

 

3. Borrowing of IT Equipment

3.1. There are varieties of IT equipment available in ITSC for staff to borrow. The equipment includes notebook computer, projector, USB disk and etc. Please refer to the list of IT equipment available for loan.

3.2. All the load items are only be used for academic or campus related activities.

3.3. Students must have staff sponsor to borrow the equipment for campus organization functions.

3.4. Reservation may be required for the higher demand equipment.

3.5.Borrower is responsible for making reservations, picking up and returning the loan equipment.

3.6.All the loan items must be returned to ITSC before or on the due date, extension of the loan period can be pre-arranged with ITSC.

3.7.Please refer to the procedures, rules and regulations for different type of IT equipment borrowing.

 

4. User Responsibilities

4.1. Users are strictly not allowed to remove the distributed computer from the original location without ITSC permission.

4.2.Users are strictly not allowed to remove or exchange any hardware accessories from the distributed computer system without ITSC permission.

4.3. Each campus computer system must be labeled with a serial number assigned by the Asset Management System. Users are not allowed to remove the label from the system.

4.4. Users are not allowed to open the casing of any campus computer system without permission from ITSC.

4.5. Users must comply with obey the rules and regulations for granting the computer system access right when using the computer system.

4.6.The data or information stored in the distributed computer system must be solely for work-related matter; users must responsible for any personal data or information leakage from the computer system.

4.7.Users must responsible for regular data backup from their system. ITSC will not responsible for any data lost caused by their system hard disk damage.

4.8.Users must responsible for the cleanliness of their distributed computer system.

5. ITSC Duties and Responsibilities

5.1. All campus IT resources are managed by ITSC.

5.2.ITSC will provide IT support services to all campus registered computer system. Any personal IT equipment will not be serviced in ITSC.

 

6. Terminating and Collecting of IT resources.

6.1.Any resigned staff need to return back all the IT equipment that had been allocated or borrowed during their service in campus. Please refer to the procedures for collecting office computer from resigned staff.

6.2.The email account will be terminated immediately after ITSC received and signed the resignation clearing form from HR. Please refer to the email account termination procedure for more detail.

 

Guidelines on the Use of University Network Services with reference to the Protection of Copyright Works

1. The University respects and upholds intellectual properties and copyright.

2. Staff and students shall acquaint themselves with and abide by the P.R.C. Copyright Ordinance (中华人民共和国著作权法, 中华人民共和国海关知识产权保护条例 ) in using the University network services.

3. When using copyright works for educational endeavours, whether through the Internet/Intranet environment or other means, staff and students must pay attention to what are permitted acts under the prevailing P.R.C. Copyright Ordinance (中华人民共和国著作权法) and what would otherwise constitute copyright infringement.

4. Since uploading of copyright work in the Internet/Intranet environment is considered as distributing multiple copies of that copyright work, any uploading or downloading to a server, PC, notebook or handheld device using the University network should be done within the boundaries of the law and the amount of copyright work to be uploaded must be of ‘reasonable extent' under the fair dealing provision of the P.R.C. Copyright Ordinance (中华人民共和国著作权法) Access of the uploaded copyright works should be restricted to a designated group of users for the intended educational purpose only.

5. Staff and students should not download unauthorized copyright work through the University network. Systematic and excessive downloading of copyright works using the University network may, in addition to the offender being subject to prosecution and/or claims for damages by the copyright owners, draw the University into legal dispute and possible claims.

6. All IP addresses are identifiable and any copyright infringement acts done through the University network can be detected. All users should hold themselves responsible for any copyright infringement acts done through the University network.

7. Any one found to have infringed copyright works using the University network may be subject to disciplinary sanction by the University.
